The Afghani delegation in Poland

Between 24.09.2010 and 2.10.2010, an Afghani delegation was in Poland with an official visit. This visit was a project of the Polish MFA, which wanted to provide a chance for the Afghani delegation to familiarize them with the functioning public administration in Poland. Mohammad Khan Akbarzada; governor of the Ghazni province and deputy of administration and finance; and Abdul Melik Sediqi were the leaders of this group. The other members of the delegation were: Sayed Amir Shah – chief of NDS, Azizullah Poia – leader of the Ghazni province council, Abdul Azim – administrator of the Wagez district, Zarif Sharif – Jaghori district administrator, Hosein Mubarak Azizi – director of the Education Departament in Ghazni,  Juma Khan Taraki – member of the Ghazni province council and Abdul Moneir Mabbasher from the Institute of Civil Services of Afghanistan.
During their stay, the delegation familiarized themselves with the central authorities’ structure and activities of the territorial self government in Poland. The guests were acquainted with the history of Poland and they found out how Poland managed to solve the many problems of political transformations. During the meetings, many subjects were touched like the problem of safety, Ghazni reconstruction and aid for this province.  
During a visit in Bydgoszcz, Governor Musa Khan and Krzysztof Sikora; chairman of  the Sejmik (regional council) signed a letter expressing a will of cooperation in the future between the partner cities – Ghazni and Bydgoszcz. 

On their visit to Gdansk, the delegation met with the city president and the Pomeranian province marshal and also with the Pomeranian province governor. The talks regarded self government and the role of the governmental administration in this region. At the end of every official meeting there was a gift exchange.
The vice president of Gdansk held a ceremonial supper, in which Anna Pałka, the Polish MFA representative and Jari Rastas; the honorable Finland’s consul interested in Afghani issues, also participated.
The delegation was especially interested in the Czosnow district, where it held a meeting with a borough leader and other representatives of that area. The guests visited a school surrounded by a forest. The guest had the opportunity to compare the functioning of the Polish district with an Afghani village.
A visit in the Batory Foundation was another point in the delegation’s itinerary. During this visit, the governor asked about possibilities of creating an independent Afghani foundation similar to Batory. The delegation had many meetings in the MFA including the department of the Development Assistance. Here, Afghani guests could find out which projects were realized in Afghanistan and what is planned for the future.
The delegation met with Radoslaw Sikorski, minister of FA, who emphasized that the Afghani delegation was invited to Poland to see how it dealt with political transformations. The governor emphasized that he hopes that Poland will keep its promise to construct a 3 megawatt wind power plant in Ghazni by 2013, when Ghazni will become the world’s Islamic culture capital. He also pointed that lack of peace is the biggest problem and that is why he hopes that the international society will help in ensuring it. Deputy Abdul Malik Sediqi said that the visit in Poland is very important because it provided opportunities to see what achievements Poland has attained in it’s Political Transformation and this provided valuable insight into what can be implemented in Afghanistan.
A meeting with the vice minister of National Defense, and a working meeting with Polish army officers, Provided a chance for talks regarding the Polish troop’s presence in Ghazni and was also an occasion to provide suggestions as to what the polish army should pay attention to and what Afghanis expect from the Polish military. The delegation also met General Reudowicz, a commander of the next contingent change in the Ghazni province. 
The guests visited the Sejm and Senate in Warsaw. Zbigniew Romaszewski, Senate vice marshal, held a meeting with the delegation and he ensured that Poland will make every effort to help Afghanistan in ensuring peace, creating an army and police and also in organizing the administration.
Vice minister Sediqi said in response that his country counts on the continuation of cooperation with Poland.  Priorities of this cooperation are safety, education and creating an energy system.
The Finance Ministry prepared a presentation regarding institutional solutions for problems connected with increasing tax collection and tax control. The delegation’s representatives also asked about the scale of corruption in the national offices and a way of collecting taxes from people who are defaulting on their tax payments. They had an opportunity to compare the functioning Polish tax office system with the afghani one.
The delegation also met with the vice minister of Internal Affairs. Some issues regarding the creating of an administration structure after 1989 were discussed there.
The Afghani guests also visited the chancellery of the Minister’ Council, the National School of Public Administration, the Embassy of Afghanistan and the USA ambassador’s residence in Warsaw.  On Friday, they also visited a mosque in Wilanow, where after prayer, the Afghanis met with the mosque’s imam.
During this demanding timetable, the guests also had the chance to see Polish shopping centers, where they could buy some Polish gifts and souvenirs.
