New Management Capacity Program (MCP)

The capacity development Secretariat of the independent Administrative Reforms and Civil Service commission, supported by the grant from the Afghanistan Reconstruction Trust Fund administered by World Bank, invites applications from Afghan nationals, resident in-country of abroad, to fill senior level and upper mid-level line positions within the civil services. A wide range of positions is available in ministries and other government bodies dealing with policy and regulatory design and administration, human resource management, financial management, and general administration. For some positions specific professional or technical backgrounds are required. In all cases however, recruits must be able and willing to exercise strong leadership in carrying forward the governments programs of administrative reforms and capacity development.

Successful candidate are likely to have a post-graduate qualification; good political and analytical skills; significant experience in planning, including the formulation of intended results and objectives; experience of leading and motivating teams; excellent inter-personal and negotiations skills; good report writing; knowledge of computer software; experience of programs of international cooperation; and familiarity with or interest in Government of Afghanistan culture, problems and issues. Appointees must be willing and able to guide, support and encourage others in the performances of their duties, and willing to devote his or her out of office to a programme of personal professional development.

These are exciting and worthwhile opportunities to a make a significant contribution to managing changes that will enable government to deliver services to the people of Afghanistan. Competitive compensation packages will be available for initial contract periods of two years with an optional one year extension.
